PRC-funded RSDP strengthens agriculture, infrastructure, and rural livelihoods
The People’s Republic of China (PRC), in partnership with the Ministry of Rural Development (MRD), has officially handed over development support valued at $1.5 million to the North East Guadalcanal Constituency (NEGC).
The handover ceremony took place on 18 December 2025, marking another milestone under the Rural Sustainable Development Program (RSDP) aimed at advancing socio-economic development and poverty alleviation in rural Solomon Islands.
Major Investment in Agriculture and Infrastructure
The assistance package includes three brand-new MASSEY Ferguson 4WD agricultural tractors, among the largest currently in use in the country, along with a substantial supply of construction materials.
These include 4,290 cement bags, 3,000 steel rods (12mm), 1,980 steel rods (6mm), 20 wheelbarrows, 200 F62 mesh wire sheets, 50 black plastic rolls, and five rolls of tie-wire.
While the tractors are intended to significantly boost agricultural production, the hardware materials will support critical infrastructure development, particularly the construction and rehabilitation of roads, bridges, footpaths, and churches across NEGC communities.
Boosting Farm Productivity and Market Access
The project is designed to enhance agricultural output and improve livelihoods, especially for farmers who are among the main suppliers of fresh produce to Honiara markets.
The new tractors will enable farmers to expand farmland, improve efficiency, and increase yields—leading to higher household incomes and strengthened food security.
Improved road infrastructure will complement agricultural development by enhancing access to markets and essential services, reinforcing the constituency’s broader development strategy.
Formal Handover and Expressions of Gratitude
The project support was formally received by the Member of Parliament for NEGC, Hon. Jamie Vokia, from Counsellor Li Qinghua of the Chinese Embassy in Solomon Islands, on behalf of the PRC Government.
“I am really grateful for this generous support,” Hon. Vokia said, expressing deep appreciation to the PRC on behalf of the people of NEGC.
He described the tractors as a major boost and a realization of the constituency’s development vision.
“Increasing production is all we want, and with the help of these tractors, farmers will expand their farm sizes, which will lead to increased household income and stronger food security,” he said.
Commitment to Long-Term Development
Mr Vokia noted that NEGC is fortunate to receive some of the largest tractors currently available in the country, reflecting the constituency’s seriousness about long-term development.
“These are the biggest tractors in the country at the moment.
“This shows that the constituency is thoughtful about the future of its people. We can do it,” he said.
He added that part of the funding will be committed to road construction materials to support the maintenance and rehabilitation of feeder roads.
The MP further pledged that the constituency office will continue working closely with development partners to promote prosperity and self-sufficiency.
Call for Unity and Partnership
Vokia also called on the people of NEGC to unite in advancing development goals, quoting a Chinese proverb:
“When people unite as one, even mountains can be moved.”
He emphasized that community efforts, combined with PRC and Solomon Islands Government support, are essential for achieving tangible and sustainable development outcomes.
China Reaffirms Support Through RSDP
Speaking at the ceremony, Counsellor Li Qinghua congratulated NEGC on receiving the support and reaffirmed China’s strong commitment to Solomon Islands’ socio-economic development through the RSDP.
She stressed that RSDP is not merely a development project but a partnership focused on empowerment, enabling communities to become self-reliant through infrastructure support, capacity building, and skills transfer.
“Because about 80 percent of Solomon Islands’ people live in remote areas, rural development is very important,” Ms. Li said.
“China remains firmly committed to supporting constituencies to improve livelihoods and alleviate poverty.”
Sharing China’s Poverty Alleviation Experience
Ms. Li highlighted China’s success in lifting 800 million people out of poverty, noting that the achievement was driven by people-centered policies and solutions tailored to local conditions.
“I believe each constituency in Solomon Islands has its own advantages. The best approach is to adopt methods most suitable to local conditions.
“RSDP will help constituencies find their own path toward common development and prosperity,” she said.
She added that China looks forward to sharing its development experience with Solomon Islands, emphasizing that “sharing is caring.”
Strengthening Bilateral Cooperation
Counsellor Li reiterated that the handover reflects practical cooperation between the PRC and Solomon Islands under RSDP and further strengthens bilateral relations.
She underscored the importance of strict project monitoring in partnership with MRD to ensure effective implementation and real benefits for rural communities.
“Projects under RSDP are proposal-based and implemented in close partnership with MRD. It is our shared responsibility to ensure they deliver tangible results,” she said.
Community Appreciation and Program Background
Community representatives who attended the ceremony expressed strong support for the project and heartfelt appreciation to the PRC government and its people.
The RSDP is a partnership program between the PRC and the Solomon Islands Government through MRD. Since 2023, China has actively supported the program, which aligns with the National Development Strategy (NDS) 2016–2035 and China’s Global Development Initiative, including the Belt and Road Initiative.
The program focuses on rural and semi-urban communities, promoting improved infrastructure, income-generating activities, food security, and climate resilience.
