The People’s Republic of China (PRC), in partnership with the Ministry of Rural Development (MRD), on 22 December 2025 handed over project support in material supplies worth SBD$1.5 million to the Malaita Outer Islands (MOI) Constituency.
The assistance was delivered under the PRC-funded Rural Sustainable Development Program (RSDP), which is implemented by MRD to support sustainable livelihoods and rural development across Solomon Islands.
Boats and Engines to Ease Transport Challenges
The project supplies include 13 boats, 13 outboard motor engines (OBMs), and six fibreglass canoes, aimed at improving transportation and strengthening livelihoods for island communities that depend heavily on sea travel.
The support is expected to ease longstanding transport difficulties faced by MOI residents and improve access to essential services and economic opportunities.
The project goods and materials were officially received by Constituency Development Officer (CDO) Philemon Kaola, on behalf of the Member of Parliament for MOI, Honourable Polycarp Paea.
The handover was made by Counsellor Li Qinghua, representing the Chinese Embassy in Solomon Islands.


MOI Leaders Welcome Lifeline for Isolated Islands
Speaking on behalf of the MP and the people of MOI, Mr. Kaola described the handover as a significant milestone for the constituency.
“The handover today marks a significant milestone in our ongoing efforts to uplift and empower our communities in MOI Constituency,” Mr. Kaola said.
He expressed gratitude to the PRC for its continued support through RSDP and acknowledged its role in supporting poverty alleviation efforts in Solomon Islands.
“These resources are not just items; they are a testament to the strong partnership between our two nations and our shared commitment to community development,” he emphasized.

Transportation a Major Challenge for MOI Communities
Mr. Kaola highlighted that the MOI Constituency comprises three main islands—Sikaiana, Pelau, and Luaniua, which are organized into three wards.
Due to their isolation, transportation remains a major challenge, affecting access to health services, family connections, community events, leadership meetings, and church activities.
“Our people rely heavily on the sea for their livelihoods.
“The provision of these boats and OBMs is a vital part of the solution to empower them through improved sea transportation and economic activities,” he said.
Mr. Kaola stressed that reliable transport is essential for moving people and goods, accessing healthcare, and supporting rural livelihoods.
“These assets will make a tangible difference. They will contribute significantly to the development of our communities, empower local leaders, and improve the overall quality of life for our people,” he added.
PRC Highlights Strong Bilateral Cooperation
In her remarks, Counsellor Li Qinghua congratulated the MOI Constituency and its people on receiving the project assistance, describing the handover as another sign of strengthening cooperation between the PRC and Solomon Islands.
She said the RSDP reflects the PRC’s commitment to improving social and economic development through practical cooperation and long-term partnerships.
Ms. Li also reaffirmed China’s commitment to capacity-building and training initiatives, focusing on knowledge transfer to support Solomon Islands’ development.
She highlighted China’s achievement in lifting 800 million people out of poverty and expressed willingness to share its experience in poverty alleviation with Solomon Islands to improve livelihoods and community resilience.
Government Acknowledges Impact on Rural Development
Speaking on behalf of the government, Permanent Secretary of the Ministry of Rural Development, John Misite’e, expressed appreciation to the PRC for its ongoing partnership and support.
He said the RSDP has played a critical role in advancing the government’s rural development and poverty alleviation agenda.
“MOI is a very special place in terms of development. It is remote and lacks efficient shipping services, yet it is rich in marine resources,” Mr. Misite’e said.
Marine Economy Opportunities Highlighted
Mr. Misite’e emphasized that boats and engines are essential for MOI communities, whose livelihoods depend on the sea.
He noted that MOI is one of the country’s largest suppliers of beche-de-mer for export and highlighted the potential for seaweed farming and other marine-based industries.
“These assets directly impact the lifestyle and livelihoods of these communities and can contribute significantly to our national economy,” he said.
The project supplies were shipped to the constituency last week and are now being delivered to communities across the MOI Constituency.
