Sogavare Welcomes Bauxite Probe Update, But Raises Conflict of Interest Concerns

Opposition Leader Manasseh Sogavare has welcomed the Government’s update on its investigation into the controversial 33 unpaid bauxite shipments from West Rennell.

Sogavare said the Opposition notes the Government’s confirmation that the examination of records has commenced, relevant authorities have been engaged, and the investigation remains active.

“This is the type of public update the Opposition was seeking,” Sogavare said.

“The people of Solomon Islands deserve to know that this important investigation is progressing,” he added.

Sogavare also welcomed the Government’s statement that no person is above the law and reaffirmed his willingness to cooperate fully with investigators should they require information from him.

“If investigators believe I can assist in establishing the facts, I will cooperate fully.

“That has always been my position. Accountability must apply equally to everyone.”

However, Sogavare said it is important that public commentary does not create the impression that responsibility rests with any one individual simply because they held office during part of the period under review.

“The chronology of this matter spans several administrations over many years.

“The mining lease that enabled the operation was granted in September 2014 under the Government of Prime Minister Gordon Darcy Lilo.

“The 33 unpaid bauxite shipments currently under investigation occurred between November 2017 and January 2019 during the Government of Prime Minister Rick Houenipwela.

“The mining lease was subsequently cancelled in 2021 under my Government following findings of serious and longstanding breaches.

“These facts demonstrate why the investigation must examine the conduct of every relevant individual and institution involved throughout the life of the project, rather than allowing public perception to unfairly attribute responsibility to any one former Prime Minister.”

Sogavare said the Government’s update had not altered the Opposition’s previously stated position regarding the Attorney-General’s involvement in the matter.

“While we welcome the Government’s update on the progress of the investigation, our view remains that appropriate measures should be in place to address any actual or perceived conflict of interest arising from the Attorney-General’s previous legal representation of APID before assuming public office.

“The Government’s statement reaffirms its confidence in the Attorney-General and in the investigation itself.

“However, it does not address what measures, if any, have been put in place to manage that potential conflict of interest.

“Protecting public confidence in the independence and integrity of the investigation is essential.”

Sogavare said the Opposition looks forward to the completion of the investigation and encouraged the Government to continue providing periodic public updates while safeguarding the integrity of the investigative process.
