Solomons Ministry Of Commerce Under Sogavare As Acting Minister Makes Strides In Implementing Key GNUT Initiatives

The Ministry of Commerce, Industry, Labour and Immigration (MCILI) under the leadership of Acting Minister, Manasseh Sogavare has announced significant progress on several high-priority economic initiatives designed to modernize the Solomon Islands’ economy and attract international investment.

A central part of the government’s strategy is the full implementation of the Special Economic Zone (SEZ) Act 2025. This flagship policy aims to create designated areas with competitive business regulations to stimulate industrial growth.

The Ministry confirmed that board members for the new SEZ Authority have been formally appointed, and a search for a Chief Executive Officer is currently underway. Additionally, legal regulations for the Act are being finalized in partnership with the Attorney General’s Chambers to ensure a robust framework for investors.

To improve ease of travel and border security, the Immigration Division has launched a new Online Visa and Payments system. Developed in partnership with ANZ Banking Group Limited, the “E-gate” payment system is part of a wider rollout of a modern Border Management System intended to streamline entry processes for international visitors and business travelers.

The Ministry is also focusing on social and small-business reforms:

  • Minimum Wage Increase: A review of the legal minimum wage is nearing completion, with a new, higher rate scheduled to take effect in June 2026.

  • SME Financial Review: The government is assessing the impact of credit guarantee schemes for small and medium enterprises (SMEs). An external report on these financial facilities, conducted with the Central Bank and Development Bank, is expected in April 2026.

  • Trade Education: Plans for a National Institute of Trade and Technology (NITT) are moving forward, with a site identified and a budget secured to provide technical training for the local workforce.

Progress continues on major national infrastructure projects, including the development of the Mamara New Capital City and the Kibiri Economic Growth Centre. These are being supported by legislative updates, such as the Foreign Investment Amendment Act and a comprehensive review of national labor laws.

Mr Sogavare said that these combined efforts demonstrate the government’s firm commitment to driving sustainable economic development and modernization across the country.
